Work description
MoJ uses media buying services to support with media buying across multiple priority campaigns, including prison officer recruitment, offender employment and victims. Media buying services are essential to the delivery of these campaigns.
Cabinet Office requires that departments use a single supplier (OmniGov) for provision of media buying services, in order to deliver value for money due to economies of scale.
MoJ currently has a call-off contract with OmniGov, which is expiring on 21 May 2022, when the current Crown Commercial Service agreement (RM6003) expires.
The Crown Commercial Service has set up a new media buying agreement (Lot 1 - RM6123) to replace the existing one. OmniGov is once again the sole supplier of media buying services under this agreement.
The Crown Commercial Service advises that departments direct award to OmniGov under this agreement.
This business case seeks approval to go ahead with a direct award with OmniGov. The new call-off contract needs to be in place by 22 May 2022 in order to ensure we have continuity of service. A gap in service would mean needing to pause all media across live campaigns, which would have a major impact.
