DfT requires more certainty on the rates in these sites and therefore needs to collect additional data at these sites. The aim of the re-surveys will be to either verify the high levels of non-compliance or obtain revised values. In addition, additional data for other sites with normal compliance rates need to be collected for comparability purposes
