## Description

National Highways requires a service provider to assist with the development of the National Highways Inclusion & Action Plan\. This will be delivered by a combination of attending meetings and providing expert opinion and advice and by conducting additional independent and unbiased research that will include on-line surveys, focus groups, engagement discussion forums and structured interviews\.
