The scope of this work is to procure a new freight dataset held by Jacobs for use across the RTM3 programme. The dataset will support improvements to freight modelling and is aligned with the wider industry need to enhance the representation and valuation of freight travel time, following the Department for Transport's recent work in this area.

The Matrix TCG, comprising representatives from National Highways and members of the RTM3 supply chain, has agreed that the procurement and use of this dataset represents a significant improvement on the current industry-standard freight data and will provide a positive step-change in the quality and capability of freight modelling across the programme.

The dataset will be used to enhance the analytical capability of the RTMs and provide improved freight-related inputs to support the development, validation and application of the models.
