## Description

The Supplier will develop proof of concept model\. The aim is to leave the Transport Planning Group \(TPG\) in a position where it is able to make the case internally for procurement and then \(subject to internal governance and financial approvals\) to procure the full development of a suitable policy model \(the 'preferred option'\) in Financial Years 25/26 to 26/27\. Three broad options have been shortlisted in the work to date, although these should not be considered an exhaustive list: - Elasticity model \(probably with a simplified supply representation\) - Meta-model \(probably based on runs of existing strategic model\(s\)\) - System dynamics model The proof of concept model will be a platform that is a blend between certain aspects of each of the Elasticity and Meta models\.
