We reached out to 3 companies via ESPO's framework service. Unfortunately, one supplier B&M waste was not local enough (based in the northeast). Biffa responded that they did not have capacity in the region which left us with Suez as the only option available. PCR clause 32 allows the direct award of a contract to a sole supplier, where market conditions did not allow us to reach out to multiple suppliers. Direct award to incumbent has already taken place
