Work description

The Highways England Regional Traffic Models (RTM) programme involved building five traffic models covering the entirety of England. The approximate geographical coverage of each of the regional models is shown in Figure 1. The models are SATURN highway models supported by DIADEM, which are run using a bespoke interface HEIDI (Highways England Integrated DIADEM Interface). Highways England is now looking to set up work packages to: - Maintain the Regional Traffic Models to ensure their continued applicability over the -2020/21 financial year; and - Undertake ad-hoc transport modelling services using the Regional Traffic Models over the same period. To maximise the efficient procurement, operation and management of these models, the five models will be grouped into two work packages as below:

- Work package 1: North RTM, Trans-Pennine South RTM and Midlands RTM - Work package 2: South West RTM and South-East RTM

These are to be let as two separate tenders, one as set out in this document (as Work package 2: 1-1008 South West RTM and South-East RTM) and a second in a parallel tender (as Work package 1: 1-1009 North RTM, Trans-Pennine South RTM and Midlands RTM). The five RTMs are currently maintained under existing contracts under SPaTS. The existing contracts will be superseded by the new maintenance contracts as noted above. In the build stage of the RTMs there was one team per model. In the current maintenance contracts, there has been a grouping of models into three work packages, although there are still distinct teams for each model. With this new commission there is a reduced workload, so it is possible that it is no longer economical to have separate teams for each model and it may be necessary for one team to run two or three models. We expect a single point of contact and a maximum of two people from each work package at meetings. The bids should therefore set out how the models will be managed.
