Work description

The fee is provided to support the submission of a planning application for Kodak Block A3 and include the following services: • Providing strategic advice in terms of the content of the planning application submission and the design of the scheme in the context of the wider Kodak site. • Negotiating a PPA with Harrow Council and agreeing a programme of pre-application meetings and workshops with Harrow. • Attending two project/DTM meetings per month in the run up to the application submission (November-March). • Attending up to four pre-application meetings with the LB of Harrow. • Attending two Design Review Panel sessions. • Attending any additional meetings with key statutory and non-statutory consultees (up to five meetings). The assumption is that a number of these could well be with the NHS based on their requirement for a health centre on the ground floor. • Attendance at two public consultation events (please note that this fee proposal does not cover he arranging of or production of any specific PR material for these events). • Reviewing and project managing the output from all the specialist consultants to prepare the application. • Advising on S.106 related matters and negotiating the heads of terms of any S.106 with Harrow - including the affordable housing provision. • Inputting into discussions with housing officers at the LB Harrow in the context of housing tenure and mix. • Producing the covering letter, planning application forms, Planning Statement and Housing Schedule for the submission. • Co-ordinating the planning application submission. • Where necessary, liaising with elected Members of the LB of Harrow. • Liaising directly with the planning officers at the Council following submission of the application. • Negotiating with officers and other interested parties during the course of the application with a view to ensuring its speedy determination. • Attending and presenting at the relevant planning committee. • Advising in relation to the ultimate decision and its implications. • Advising generally throughout the process.
