Financial reviews of authorities The starting point for each new analysis is a scoping document prepared by the Associate and agreed with the local authority (normally the DASS and CFO) and the National Adviser. The Associate will undertake most of the work with the authority consulting the National Adviser as appropriate. The output is a draft report which is prepared by the Associate and reviewed by the National Adviser before being sent to the authority. There would be some initial training which will be discussed with the reviewer. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
