## Description

Highways England and the Department for Transport \(DfT\) are looking to set up a contract for provision of services to identify the values of time and reliability for freight\. The research will produce robust, credible and nationally \(England\) representative valuations that could be included within DfT's Transport Analysis Guidance \(TAG\) and used in the appraisal of road transport investments\.
