Homes England is acting as master developer for Northstowe Phases 2 and 3 and is responsible for delivering 8500 new homes\. Outline planning permission was granted in January 2017 \(Ref: S/2011/14/OL\) and was conditional on the preparation and approval of a framework travel plan\\r \\r The framework travel plan requires the appointment of a framework travel plan coordinator \(TPC\) 3 months prior to any occupation to implement a 34 point action plan\.\\r \\r To provide a Travel Plan Coordination Service for Northstowe Phase 2 for a 5 year period
