## Description

Ofcom had a requirement for a pre-discovery phase report to support the in-house design and build of an end-to-end digital business support service for unsupervised businesses - a user base that Ofcom is in the process of researching and identifying\. This public service will be developed in phases using the Service Standard created by the Government Digital Service and owned by the Central Digital and Data Office\. This phased delivery approach will also promote fact-finding, design and experimentation\.
