Work description
It has been identified that there is a vital need for a report (to include feasibility, strategy and actions) to unlock and deliver local employment sites that have the potential to support economic growth. It is proposed that this strategy could support NNDC in its ambition to enact a more delivery-focused approach to bringing forward the development of key sites and unlocking the historic 'bottle-necks' of some locations. North Norfolk has a number of employment sites which have been identified through a previously commissioned study in 2015 as having a high potential for new premises and job creation. However, market failure, of varying causes and degrees has meant that there is reason to believe that these sites may not be further developed out or come forward (within a reasonable timescale) to support business investment decisions without public sector intervention - either directly or through supporting third parties. Moreover, it is feared that similar will be experienced with sites identified within the emerging Local Plan without a suitable strategy in place to support their delivery.
Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
