A Strategic Outline Case is required to clearly set out the Buyer's case for change within the wider strategic of the vetting enterprise, Government Security Group, Cabinet Office and HMG\. The Strategic Outline Case must consider, evidence and communicate the strategic and economic reasons for transforming the service and setting out the commercial, financial and management arrangements for optimum delivery\.
