Description
This research aims to determine a clear rules assurance process and improve industry understanding of how the benefits of a rule change may be fully realised. It will facilitate consistent adoption of performance enabling rules across the industry. This project will focus on 3 rules changes that have been happened over the past 5 years and when applied improve operational performance (emergency special working, high speed coasting, and contingency arrangements for GSM-R failures). Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
