TC020 - Alternative Provision (Education) Flexible Purchasing System (FPS)

The Authority has a duty to provide suitable education for all children of compulsory school age in their area. This includes pupils who are not able to access mainstream school places i.e. permanently excluded pupils, and for other pupils who because of illness or other reasons would not receive suitable education without such arrangements being made.

The procurement will be an open tender but will be operating as a Flexible Purchasing System which is an open Pseudo-dynamic FPS agreement allowing providers to join the Pseudo dynamic FPS agreement during the term of the agreement via rounds. Rounds will be opened at certain times during the term when there is a requirement of provision. minimum once a year.

The term of the Framework Agreement will be for three years with the option to extend for a further two twelve month periods. It is intended for the Framework Agreement to commence on 1 September 2023.
