Work description

HM Treasury and HM Revenue & Customs implemented the Coronavirus Job Retention Scheme (CJRS) and the Self Employment Income Support Scheme (SEISS) to support businesses and the self-employed cope with the COVID-19 pandemic. The combined value of these schemes is currently estimated to be around £75 billion. The NAO is conducting a study which considers HM Revenue & Customs' and HM Treasury's implementation of the schemes so far, including how they have been set-up and whether they have reached the groups intended. The study will also consider how the two Departments are mitigating the risk of fraud in the schemes. As part of our fieldwork for this study we intend to survey a representative group of employees who have been furloughed under the Coronavirus Job Retention Scheme. We are working to a tight reporting deadline and therefore wish to commission a research consultancy organization who can draw on an established Omnibus Survey vehicle for this purpose. Given the high-profile nature of the study it is essential that the methods deployed provide the basis for robust results that stand up to Parliamentary and expert scrutiny as part of a wider published output
