ORR's Reviews of Charges and Incentives in PR23

Description

We require consultancy support in respect of two specific workstreams: (i) the performance and possessions regimes; and (ii) access charges. These two workstreams are being led by ORR's Economics, Markets & Strategy directorate, which is the organisation's centre of expertise for economic and financial analysis of the railways. The work also has input from ORR's Railway Planning and Performance directorate, which monitors and holds Network Rail to account for its performance. The ORR may place a separate contract for each workstream or a single contract for both. See attached ITT for full description.
