Review of Chief Officer Progression

2.1 The College of Policing Ltd (The College) required a Supplier to:  review and validate the College's summary of issues identified through the University College London (UCL) methodology  articulate and define leadership standards at chief officer (and equivalent executive staff) level that will function as the national benchmark for leadership performance at this level in policing  recommend options (based on the defined leadership standards) for the most appropriate leadership development mechanism for developing aspiring chief officers who can meet those standards and take on the most demanding roles in policing  recommend options for the identification and selection of officers who meet the standards expected of chief officers  make recommendations for the role the College and police forces should play in preparing and appointing chief officers, once they have been confirmed as meeting the national standard.
