Description
The Council is creating an in-house Agency Supply Service — the scope of this Service will be all of the Council's requirements for the procurement of agency worker supply except to the Council's schools (which maybe added at a later date if required by the Council). The Council is seeking better, direct control of its agency supply, including the effective management of its supply chain, to ensure a high quality agency workforce and the efficient fulfilment of the organisation's diverse requirements, whilst still achieving best value. The Council intends to take the lead role in the operational service delivery and the engagement and management of the supply chain. The Council is therefore seeking a software solution that will enable the Council itself to operate and manage its own agency worker supply service. The Council wishes to procure an agency supply software solution, a user-friendly system for the recruitment and management of agency worker supply, as the foundation of the in-house service. The Service will need to be able to source and manage the effective provision of agency workers across the Council. A fundamental aspect of the Service will be the engagement and management of recruitment agencies in order to efficiently fulfil the diverse requirements of the Council. The software must enable the Council to do this, and will be required to deliver an end to end agency worker recruitment, supply and management system including the procurement of the agency supply chain. The period of contract will be 5 years with an option to extend for a further 2 years. The maximum period of contract will not exceed 7 years.
