Project need The proposals currently being discussed for the building do not appear to have considered specific historic fabric conservation risks. Issues such as the effect on changing condensation patterns caused by insulation and variations in heating should certainly be assessed and the design should explain the risk control measures. The requirement Undertake a preliminary Building Environmental Performance Assessment (BEPA) of Smith Square Hall to assess the risks to the historic fabric of proposed energy efficiency interventions.
