Description
Kirklees Council requires a skilled and experienced delivery partner to drive forward the following objectives: • To ensure that the High Needs system in Kirklees provides high quality services • To improve outcomes for young people in Kirklees • To move towards financial sustainability of the High Needs system in Kirklees • To deliver savings by reducing the demand coming into the SEND system through behaviour change in workforce, partners, schools and parents. • Aim to reduce number of Out of Area placements due to shortage of suitable education provision within Kirklees • Measurable movement towards the achievement of the inclusive ambitions • Embed a governance approach to track the programme's progress towards achieving both financial and outcome benefits, taking a whole system view of metrics • To ensure that services become more cost effective as a by-product of improved outcomes and quality improvement • To ensure the demand and trajectory work informs our future sufficiency work and co-dependant programmes, including SEMH and SEND school place provision. • To develop and implement an outcome framework and embed a common language to create a consistent, timely and holistic discussion of needs, provision and outcomes. • To implement an outcome based tool which balances spending against achievement of outcomes and quality of service provision. • Ensure that the outcomes tool and approach is used across the local SEND system and draws outcomes data from children, young people and families Ensure that the local SEND system draws on national good practice and learning and uses it to inform our local system.
