Work description
As part of the 2021 Transport Decarbonisation Plan, the Department has committed to working with stakeholders to "explore potential measures to remove existing market barriers for higher biocontent fuel use in certain compatible vehicles", with the Department keen to support solutions to these market barriers and to increase higher biocontent fuel uptake. To complete a series of stakeholder interviews and a literature review of the information and data that is available on the deployment of higher biocontent fuel by Heavy Duty Vehicle (HDV) fleet operators. Capture comprehensive first-hand information and data from operators already deploying higher biocontent fuel in their fleets in both the UK and Internationally. Alongside completing a literature review of existing information, data, and guidance, including evidence available internationally from policy development and academic research. From this, produce findings report that collates all the available information around challenges/barriers, costs, solutions to deployment, government incentives/intervention used, benefits of higher biocontent use and lessons learned through existing deployment. The findings report should also make recommendations/suggestions on how the UK could increase higher biocontent fuel uptake based on evidence on what has been effectively implemented internationally.
