Description

Blackpool Council is looking to appoint a single supplier to provide specialist care and support for people with learning disabilities and/or autism, who display behaviour that challenges, including those with a mental health condition, following an inpatient stay. The Council has developed a suitable property within Blackpool, with the intention of establishing a step up/step down service for up to four people with a learning disability and/or autism who are currently placed out of area in either low secure or specialist placements. This facility will offer individuals appropriate levels of care or therapeutic support to enable them to live well and access their local communities. It is anticipated that the contract term will be from 27 November 2017 to 26 November 2019, with the option to extend incrementally for a period of three years (2 + 1 years) (subject to contract review and budget availability). The procurement is conducted under the arrangements for Light Touch procurements. It is a restricted 2 stage process, which has included principles from the negotiated procedure, in that suppliers may be invited to submit a final tender.
