Description
The Council requires a supplier for the development of, and support to micro-enterprises which provide community-based support to, primarily, adults with learning disabilities and autism. Those who are eligible for support from Adult Social Care and the Preparation for Adulthood Team will form a significant part of the adults to be supported. This does not exclude other adults who are assessed as being likely to achieve positive outcomes by accessing the menu of available activities and support. The range of support provided by micro-enterprises could include leisure and wellbeing activities, full day support from personal assistants/support workers, and skills for independence or employment. The contracted service will assist the Council to carry out its duties under The Care Act 2014 and The Children and Family Act 2014. The successful provider will be expected to provide the following: a) Support existing micro-enterprises to further improve their sustainability and promote opportunities for development of new community based micro-enterprises. b) Support the community enterprises to develop flexible offers in response to interest and demand including, where possible, developing an online offer alongside face to face sessions. c) Support the community enterprises to develop policies and procedures essential for social care support. d) Support the continued development of peer network(s) of community enterprises delivering accessible community based support. e) Where required offer guidance and support to established community, groups expand their offers to include people with a learning disability and/or autism. f) Organise a series of taster sessions and other promotional activities. g) Develop and maintain an up to date directory of support for use by citizens, carers and professionals. h) Maintain connections with stakeholders - to understand what people want and share information about and raise the profile of micro-enterprises. This must include citizens and their carers and a wide range of associated professionals. i) Engagement with Day Opportunities and Preparation for Adulthood services. j) Target specific geographical areas identified by the Council where there is currently limited choice and access to accessible community based support. this will be carried out in partnerships with other initiatives, e.g. Neighbourhood Networks. k) Attendance at regular performance monitoring meetings with the Council. l) Provide quantitative and qualitative information as requested about the service activity. This will include aggregated data about adults accessing support provided by micro-enterprises. The provider is not expected to collect and store personal, sensitive or specialist information about individuals and/or their families.
