One Network licence is to enable the council to provide better traffic management decisions, and better communications to external and internal stakeholders. These factors help reduce the congestion on the highway and supports Part 2 of the Traffic Management Act 2004 - Statutory Network Management Duty which is incumbent on all local authorities to expedite traffic safely and expeditiously on our highway and the highway of other.
