Consultancy services to undertake a qualitative evaluation of the Greater Manchester Warm Homes Pilot The aims of the qualitative evaluation \(the consultancy services being procured by this exercise\) are: • To understand the different programmes across the five local authorities and the outcomes they achieved\. • To understand good practice good practice demonstrated in each pilot\. • To develop learning for improvements in each pilot\. • To ascertain how effectively the budget has been used in each area\. • And to establish whether the pilots have achieved the outcomes agreed at the outset of the pilot\.
