ARC Analysis of accounts and Council Tax debt recovery

This is a pilot for outsourcing our debt recovery for post liability Council Tax debt. If it works well, an open tender will be run to deliver a service going forward from the end of the pilot. As it is only a pilot, direct award is considered best value for money. It could be that the service will adversely affect the in-house Council Tax teams capacity, in which case there is a 3-month break-out clause and the pilot will be brought to a close.
