The purpose of this contract will be to act as third-party assurance to the procurement process to ensure that the development of the contract will:

- reflect the latest trends in the Highways market e.g. increasing social value / reducing our carbon footprint and increase climate resilience; - ensure that the contract reflects the current best practice in the market relevant to our context; - considers opportunities for innovation in service delivery and contract management; and - Ensure that we deliver the best value for money.
