City of Wolverhampton Council wishes to carry out a review of its taxi licensing policy to support a move towards a low-emission fleet which meets national and local aspiration on air quality and climate change. The council is seeking an analysis and recommendations of its existing taxi fleet to provide feasible pathways to a zero-carbon taxi fleet. The Council has a maximum budget of £40,000
