## Description

Following successful trials of stopped vehicle detection \(SVD\) on two sections of the M25 \(on the southern sector, J5-6; and on the northern sector, J23-27\) Highways England now requires a similar system to be installed on the M3 J2-4a\. The project will be designed and delivered by the Area Service Contractor \(ASC\) for Area 3\. Alongside this, Highways England is seeking a Consultant to provide specialist, SVD related technical services to the project and this is the brief for that activity\.
