Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances: The justification for this modification is to allow comprehensive completion of a complex procurement exercise which will allow replacement framework availability\. These circumstances are of an unforeseen nature due to the complexity of the replacement framework\.
