## Description

A Reference Class Forecast \(RCF\) has recently been conducted for the Synergy Programme by Oxford Global Projects\. A Reference Class Forecast \(RCF\) was recommended by the Infrastructure and Projects Authority \(IPA\) and in Treasury's Greenbook as it can reduce bias and support the development of a realistic business cases to underpin major investment decisions\. Oxford Global Projects developed two types of reference class forecast: RCF for the overall Programme - based on similar, past projects in the UK \(United Kingdom\) and elsewhere; and a tailored RCF based on the different elements of the Programme\. Following the conclusion of the Reference Class Forecast the Programme is now seeking a qualitative review and deep dive of the best and the worst performing Business Process Services \(BPS\) IT projects in the reference class\. As part of this engagement Oxford Global Projects have agreed to provide access to up to 5 case studies at a cost of £30,000\. A minimum of 3 case studies has been agreed on; and in the event the Programme only chooses to access 3 of the 5 case studies available the Programme will only incur the cost of 3 which is £21,000\.
