Cavity Wall Insulation and Loft Insulation Upgrade

Ashford Borough Council is seeking expressions of interest from suitable* contractors to provide cavity and loft insulation to its housing stock (*suitable contractors must be/have National Insulation Association (NIA) registered installers, their work independently guaranteed by the Cavity Insulation Guarantee Agency (CIGA) and preferably hold ISO14001 certification).

The awarded contract is for the remainder of the 2023 financial year which can be extended for another two years on a +1+1 basis. The extension is subject to satisfactory performance measured by the Client. If extended, the contract will attract an inflationary increase applied 1st April based on published CPI indices from the preceding month of January.

A budget of £150,000 (£50,000 per financial year) has been allocated however there is no fixed programme, nor is there any guarantee as to the level of work that will be awarded. Areas of need are usually identified as a result of other works that are taking place within the borough.

The work will be contracted on a schedule of rates, based on a number of standard dwelling types, for either type of insulation.

Term: 30 weeks from commencement (1st September 2023)

Tender Evaluation: 70% Price - Quotation Form attached 30% Quality - Provision of supporting documentation or information which would assure us of the quality of your service.

Contract Award: The company who submits the most economically advantageous tender.

Form of Agreement: JCT Minor Works 2016
