Cornwall Council recently undertook a procurement process to appoint a consultant to carry out the below activity, however there was only a very limited response from the market. As a result the Council is seeking to speak to likely suppliers to understand the reasons for this and therefore the best way to retender for the service. Clients have a responsibility to monitor contractors, making sure they are working safely, in order to protect staff and everyone who may be affected by the work. Although Contractors are required to be responsible for their own health and safety performance under CDM 2015; regular checks must still be made by the Client to make sure that this is the case. Such duties include assessing and reporting on the site health and safety performance of Contractors to ensure site activities are being conducted in a safe manner and in compliance with current regulations. As a result Cornwall Council is seeking to appoint Consultants to undertake site assessments, monitor and report on activities to ensure that this duty is carried out. It is expected that as a minimum 10-20 sites will be active concurrently, however during the school's summer holiday period the number of sites can peak at over 60 sites each requiring assessment at least once every 2 weeks. In their tender responses consultants must clearly demonstrate their ability to manage the work load.
