To provide a mobile phone voice and data service and associated services\. The delivery targets are to ensure the mobile service is available 24/7, 365 days a year including Bank Holidays and Christmas\. The mobile coverage must have a good signal across all of the users estate and be able to provide in-building coverage if required\.
