1. To review the drivers of the system deficit as agreed by the ICS stakeholders, ensuring these are understood by the system, as well as understanding whether the changes in the financial framework and the investments made during COVID-19 have affected them

2. To develop a financial recovery plan based on the current identified opportunities, as well as proposing further potential opportunities.
