## Description

Leicestershire County Council \(LCC\) and Nottingham City Council \(NCC\) formed East Midlands Shared Services \(EMSS\) as a partnership in 2010 to deliver HR, payroll and finance transactional shared services\. EMSS is now looking to replace its ticketing system that is used for Customer Service Enquiries/Help Desk function\.
