Work description

As the Travel Concession Authority (TCA) for Oxfordshire, the County Council has a statutory duty to administer the English National Concessionary Travel Scheme (ENCTS) on behalf of the Department for Transport (DfT).
There are currently thirty-three operators reimbursed under the travel scheme. Seven from the Stagecoach, Go Ahead and Arriva groups, twelve localised bus operators and fourteen community transport providers.
In 2017/2018 there were a total of 115,144 bus passes in circulation and 7,448,464 passenger journeys by older and disabled people made. The 2018/2019 budget is £8.6m.
Under the powers of the Transport Act 1985 the Council have enhanced the concessionary scheme to include additional concessions in the form of bus passes being accepted from 9am in the morning.
Bidders are invited to quote for the provision of the Service described at Appendix 1 Specification for a term of 3 years with an option for the Council to extend for up to 2 years in aggregate, anticipated to commence on 15th October 2018.
