Work description

Dacorum Borough Council has ambitious technology plans and is developing a digital first approach to customer interactions. The Council intends to create an over aching plan for developing, integrating and data sharing between systems.

The Council has procured and developed its back office systems software estate in largely ad-hoc fashion, around a core set of line-of-business products serving specific service led purposes. As well as these line-of-business applications, there is a proliferation of spreadsheets, databases and local solutions which do not share data between them. The Council recognises that this position is likely to be limiting its capacity to work efficiently, to leverage the data it holds and to develop future systems.

The current support model for systems within the Council reflects this service-based approach with much of the resource embedded within individual services.

The Council wishes to appoint a third party to provide an impartial, informed view of the current position and how it could be improved and built upon for future years. The review is expected to provide material to support an application development roadmap, as part of a broader ICT Strategy, for the next 3 to 5 years.
