Work description

National Highways is seeking to appoint a supplier via the SPaTS2 Framework, to produce a scope for a further piece of research which will enable Transport Planning Group (TPG) to understand the implications of recommending the use of mesoscopic models for the appraisal of medium sized infrastructure improvement schemes.

The aim of this scoping study is to develop a methodology to enable TPG to understand the implications of recommending the use of mesoscopic models for the appraisal of medium sized infrastructure improvement schemes.

This scoping study is required to enable National Highways to gain an understanding of the capabilities of mesoscopic models and to ensure that the scope for the next piece of research is as comprehensive as possible, to enable TPG to understand the implications of using mesoscopic models for scheme appraisal.

The objective of the task is:

- To produce a project brief outlining the next stage of the mesoscopic modelling research, which will identify a methodology and suitable locations to compare the outputs for strategic, mesoscopic and microsimulation models, to address a series of questions and to ascertain whether TPG should recommend the use of mesoscopic models for medium sized schemes.
