Description
Following a successful pilot for littering enforcement services in 2016, the Council is keen to appoint an appropriately qualified organisation to provide uniformed enforcement officers and the necessary infrastructure to issue Fixed Penalty Notices for environmental offences on its behalf. Northampton Borough Council is committed to protecting our environment, delivering a clean and attractive town for residents and visitors. Environmental Services including street-care, waste collection and grounds maintenance services, are all delivered on a contract basis. The quality of the environment, particularly in the town centre is an ongoing concern. The key deliverables of the service are the appropriate enforcement of littering, dog fouling and associated environmental crime legislation and a resultant reduction in the level of littering, dog fouling and fly tipping in Northampton. This will be achieved by enforcement using fixed penalty notices where appropriate. This will be coupled with education about environmental crime. The service provider will be required to produce statistics of the number of interactions with people who are littering and the number and type of fixed penalty notices issued together with details of the proportion of these paid within the deadline period.
