Description
The UK GSF (Global Screen Fund) is currently a one year pilot programme and as such there is a need to develop appropriate monitoring and evaluation frameworks to support the assessment of the outcomes and impacts of the Fund in its first year. The Fund is set to launch in March 2021, and applications will open for individual strands across April to June. The BFI wishes to commission an evaluation scoping study for the UK Global Screen Fund (UKGSF). The scoping study will assess what level of monitoring and evaluation is proportionate for the first year pilot programme, and what is required to assess the outcomes and impacts of the Fund . The scoping study will include the development of evaluation frameworks taking into account key methodological concepts such as, additionality factoring in counterfactual impact assessments, cost benefit analysis and baseline assessments. The findings from this scoping study will be used to inform the evaluation of the UKGSF, successful contractors will also be required, as part of the deliverables of this study, to provide projected costings for the main evaluation of the UKGSF.
