Wigan Council wishes to produce a Transport Strategy which is rooted in Wigan Borough as a place, is tailored to the unique context of the borough and sets out a vision for the development of the transport network\. As such, the Council wishes to secure the services of suitably qualified and experienced consultants to ensure Wigan Borough has the right Transport Strategy in place, with the right priority interventions identified for investment
