## Description

Waterman Infrastructure & Environment Limited have provided resources historically to support scheme appraisal activities and ensure that appropriate data is collected to inform the overall evaluation and monitoring for each project/work package, undertaking value for money assessments, business case development, monitoring and evaluation plans, modelling, economic appraisals as per the stipulated funding stream requirements\. They therefore have an understanding of the detail and work completed to date on previous and current projects and funding bids and would therefore be best placed to support the existing in progress and new projects during the contract term in the most efficient way\. Direct Award allows seamless continuity of the commission and is within the scope of the ESPO Framework rules which allow awards to the supplier which best suits the needs of the authority using the published rates\.
