Description
The Borough Council of Sandwell (the Council) is seeking to award a minimum of 2 contracts for delivery of support within supported accommodation to vulnerable adults (over 18) who are currently /or at risk of becoming homeless; to prepare individuals for independent living within a settled accommodation setting. The Service/s shall play a key role in assisting the Local Authority to support vulnerable single homeless adults or those at risk of becoming homeless, supporting statutory homelessness duties and contributing to various strategies. The Contracts awarded shall collectively deliver a minimum of 90 units of accommodation-based support and shall address the needs of service users accessing the service including those: - • who are or are at risk of becoming homeless. • with chaotic lifestyles. • with a history of offending. • with a history of mental ill health. • with substance abuse issues. The Council are looking to appoint a minimum of 2 contractors and Tenderers must be able to provide a minimum of 10 units of accommodation with 100% of referrals to be made by the local authority via the Councils electronic referral system. Services will be paid on a block basis for those units accommodated by Sandwell referrals only. Please note accommodation must be available and ready for referrals, from 1 August 2024. The Council has a maximum budget of £800,00 per annum for this Service; No contract awarded will exceed 50% of the advertised budget (£400,000 of the maximum £800,000 per annum). It is anticipated that contracts will commence on 1 August 2024 and run for a period of 2 years with an option to extend for a further two 1-year periods, (subject to the Council's needs for the services). Suitably qualified and experienced Contractors are invited to respond to the Invitation to Tender documents and submit proposals for the delivery of the service. These must be submitted no later than 13:00 hours on 20 May 2024 via the Sandwell In Tend e-procurement system. The deadline for the submission of any clarification questions is 13:00 hours on 13 May 2024 via In Tend. The Council intends to use an evaluation model based on quality and price. The criteria, on which the tender will be evaluated, inclusive of weighting attached to each, are included in the Invitation to Tender (ITT) documentation. NB: The Contract reflects services currently being provided by existing organisations, and therefore the Transfer of Undertakings (Protection of Employment) Regulations 2006 may apply to this contract.
