Work description
Gateshead Council is looking to procure a lease management advice service and an accounting software which is compliant with the new IFRS16 accounting standard. The new standard requires the Council to account for leases under a single accounting model, bringing almost all leases 'on balance sheet' and recognising a right of use asset and a lease liability. Advice and guidance would be required to manage the conversion of existing leases, as well as recording any new leases on an ongoing basis; additional to this any software must have the ability to produce the necessary figures and notes for inclusion in the annual statutory accounts. At present there is no central register of leases held within the Council. Each Service holds the relevant leases taken out in relation to their business processes.
Tender submissions must be supplied electronically via the e-tender system. Suppliers must submit one copy of their tender electronically, with any additional documents required or requested. Documents must be compatible with Microsoft Office or Adobe/PDF. The Council communicate through the NEPO Portal e-tendering system; therefore all correspondence regarding this Tender will be issued to the named person registered on the NEPO Portal. It is the Suppliers responsibility to ensure the correct named person is registered on the NEPO Portal. If guidance is required on how to submit your response through the NEPO Portal, please visit the NEPO website training section at https://www.nepo.org/suppliers/learn to access the Navigating the Portal suite of videos. These also include useful information on how to manage your online ProContract account.
