## Description

As per Specification Additional information: The Council is responsible for routine gas, leachate, surface water and groundwater monitoring and routine maintenance of a network of 34 closed landfill sites across Cumbria to ensure they are managed and maintained in accordance with legislation\. Permitted sites are subject to Environment Agency regulatory compliance and The Contaminated Land \(England\) Regulations 2006\. Non -permitted sites are subject to The Contaminated Land \(England\) Regulations 2006 only\. Twenty Six \(26\) of those landfills are classified as non - permitted with the remaining eight \(8\) classified as permitted landfills which are spread across the County \(see footnote \* for definition\) \. Not all these sites are owned by the Council, although it remains the duty of the Council under the Environmental Protection Act 1990 Part 2 and The Contaminated Land \(England\) Regulations 2006, to ensure there are no adverse impacts on the environment from any of the sites\. The Council wishes to appoint a contractor to manage and monitor all of the sites to ensure no adverse effect on human health and the environment\. The successful Tenderer will be expected to carry out an Asset Survey in conjunction with the Council and its current service provider\. This Asset Survey will include a survey of existing monitoring infrastructure for landfill gas, leachate, and water on all thirty four \(34\) closed landfill sites to assess and report on their current state of repair\. The report of the survey shall where necessary provide the cost of repairing any assets\. This review will be undertaken during the four \(4\) week period prior to the end of the current contract term on 31st March 2016 The contract is for a period of 2 years with a 2 year optional extension period\.
