Provision of a Commercial Model

The WMCA is seeking delivery of a commercial model which will help structure the new operating arrangements from October 2018 and provide a financial modelling tool which incorporates revenue, cost and forecast model to assist in the specification and tendering exercise. The work stream could be in stages and will consist the production of a financial model and assessing tenders and providing commercial advice.

The financial model is to enable different scenarios and sensitivities to be evaluated and is to be supported by a summary report setting out the assumptions, risks and recommendations.

The financial model and report is to be owned by WMCA, with a user guide and training provided on use of the model.
