The purpose of this commission is to appoint an appropriate contractor to work in an Early Contractor Involvement \(ECI\) arrangement with the existing consultant design team through the RIBA Stage 4 detailed design phase of the reinstatement of the Monument to the Mersey Tunnel, to be located in the area adjacent to the Queensway Tunnel Portal in the car park area at Old Haymarket\.
